The Metropolitan Transportation Authority filed a breach-of-contract suit Tuesday in the U.S. Court of Federal Claims seeking restoration of about $58.6 million that it says was earmarked for the Second Avenue Subway extension and then withheld. The MTA alleges the U.S. Department of Transportation froze the funds in "political retaliation against local Democrats."
